Stephen A. Forster, B.S. CHMM, Principal

 

As the principal of FCS, Steve Forster is recognized as one of the most experienced hazardous materials and fire protection code experts in the country; having performed more than 3,000 hazardous materials and Group H Occupancy plan reviews for numerous jurisdictions in the United States, with particular focus in California's high-technology Silicon Valley region.

 

Mr. Forster has broad experience in development, application and enforcement of fire and building codes at local, state and national levels. He is past Chair of ICC’s Fire Code Action Committee - Western Region Working Group, and is currently a two-term Governor appointed member of the State of Oregon Building Codes Structures Board.

 

He has extensive experience in International Building, Fire, Mechanical and Electrical Codes; Uniform Codes; NFPA, CGA, ASME and UL Standards; and state and federal hazardous materials regulations. His extensive design and review experience includes hundreds of high-tech and industrial facilities, and consultation on some of the largest and most complex facilities in the country.

Mr. Forster has more than 20 years of fire service experience, including with two of the largest fire departments in the Western U.S. He has served as Senior Fire Inspector, Hazardous Materials Specialist, Assistant Fire Marshal and Fire Marshal; served on a state hazardous materials response team; and was an AHJ for one of the largest explosives and munitions plants in the U.S.
